Born in Ashiya City, Hyogo Prefecture, Mr. Kurokawa joined Hakuhodo in 1986. Involved in the launch of the TV program "Jounetsu Tairiku" (Continent of Passion). Currently, his main theme is the SDGs. He produced the Japanese government's efforts at the 2017 SDGs UN High-Level Political Forum and municipal SDGs promotion projects. He is a member of the SDGs Stakeholders Meeting constituency of the Ministry of the Environment. SDGs Task Force Leader, Global Compact Network Japan. Advisor to Kanagawa Prefecture (in charge of SDGs promotion). He has been commissioned as an advisor to the City of Kamakura on SDGs promotion. He is also a member of the Japan Professional Photographers Society and a photographer who works on the theme of "capturing important local assets, scenes to be preserved, and memorable landscapes.
